NOTICE OF PUBLIC HEARING
RE: FISCAL YEAR 2010 PROGRAM OF PROJECTS

I. Notice is hereby given of the intent of the Ann Arbor Transportation Authority (AATA) to apply for Federal assistance from the Federal Transit Administration under the Urbanized Area Formula program (Section 5307), Bus and Bus Facilities program (Section 5309), Surface Transportation program (STP), Job Access/Reverse Commute program, and New Freedom program to support the Program of Projects detailed below.

A. Program of Projects - The applicant is the Ann Arbor Transportation Authority. The project period is the year beginning October 1, 2009, and ending September 30, 2010. The service area of the project is Washtenaw County, Michigan. Federal funding for this program of projects is to come from the following sources:

1. Urbanized Area Formula funds (Section 5307) apportioned to the Ann Arbor urbanized area in FY 2009 for which the Ann Arbor Transportation Authority is the designated recipient. A total of $3,926,676 in Section 5307 Federal funds appropriated in FY 2009 has been carried forward to this fiscal year. The FY 2010 allocation of Urbanized Area Formula funds to the Ann Arbor urbanized area has not yet been determined by the Federal Transit Administration (FTA). Any Urbanized Area Formula funds not used in the current year will be carried forward for projects in future years.

2. $735,000 in Bus and Bus Facilities program funds have been designated for use by the AATA to fund the reconstruction of the Blake Transit Center in downtown Ann Arbor.

3. $125,000 in Surface Transportation program (STP) funds have been programmed as partial funding for the Central Campus Transit Center (CCTC) at the request of the University of Michigan. AATA will act as the recipient for these funds as part of the funding agreement for construction of the CCTC.

4. $120,000 in Job Access/Reverse Commute (JARC) and $80,000 in New Freedom funds apportion to the Ann Arbor Urbanized Area for which the AATA is the designated recipient.

The non-Federal share of the project funds will come from the AATA, State of Michigan and the University of Michigan.

B. Relocation - No person, family, or business will be displaced by these projects

C. Environment - The proposed projects will not have a significant environmental impact upon the urban area.

D. Comprehensive Planning - The projects are in conformance with comprehensive land use and transportation planning in the area and are consistent with the adopted programming of the projects in the Transportation Improvement Program.

E. Elderly and Persons with Disabilities - The projects take into account the special needs of elderly persons and persons with disabilities.

F. Charter Bus Operations - Pursuant to current Federal regulations, the Ann Arbor Transportation Authority does not currently operate for-hire charter bus service.

II. A public hearing will be held at the offices of the:

Ann Arbor at about 6:30 p.m. on Wednesday, June 23, 2010
as part of the monthly meeting of the AATA Board of Directors.
At that time, persons or organizations wishing to comment on the application may do so. Alternatively, persons or organizations may comment in writing on or before this date to the AATA at the address above. A copy of each of the applications will be available after May 20 by contacting the AATA at the address above, or by calling 973-6500. The applications will be made available in alternative formats if requested for review by persons unable to review a printed copy. A copy of comments received at the public hearing and any written comments will be submitted to the Federal Transit Administration as part of the application. If the program of projects is revised, a final program of projects will be published following the hearing.
